Professor Cathy Nutbrown was commissioned by the government to lead an independent review to consider how best to strengthen qualifications and career pathways in the foundation years.
Professor Nutbrown's final report was published on 19 June 2012 and recommended Level 3 qualifications provide a thorough understanding of child development (from birth to seven years), play, diversity, working in partnership with parents and observations, with placements in at least three settings.
The level 3 BTEC National Certificate and National Diploma in Children’s Play, Learning and Development are the only current qualifications that cover the key content areas recommended by the final Nutbrown Report for Level 3 early years qualifications.
