 Our regulators

Regulatory bodies formally recognise awarding organisations and their qualifications, and monitor their activities to make sure they are adhering to their regulations. This page provides information on who is responsible for regulating our qualifications.

Ofqual

England

Ofqual is responsible for maintaining standards, improving confidence and distributing information about qualifications and exams. It regulates general and vocational qualifications in England and vocational qualifications in Northern Ireland. Ofqual gives formal recognition to awarding organisations such as Edexcel to deliver qualifications. Ofqual is not directly controlled by the government but reports to parliament.

Welsh Government

Wales

The Welsh Government regulates qualifications in Wales. It does this through recognising and monitoring awarding organisations like Edexcel to make sure we operate fairly and consistently, and follow the necessary regulations. The Welsh Government works jointly with Ofqual and CCEA, and with the awarding organisations, to maintain standards in qualifications and assessments, and to ensure that the public has confidence in the qualifications system.

Council for the Curriculum, Examinations and Assessment (CCEA)

Northern Ireland

CCEA Accreditation is responsible for the regulation of GCE AS and A Levels, GCSEs, other General Qualifications and Entry Level in Northern Ireland. Regulation is undertaken collaboratively with partner regulatory authorities in England (Ofqual) and Wales (Welsh Government). Qualifications are subject to statutory regulations to ensure that learners, employers and other 'customers' have available high quality qualifications that are fit for purpose, command public confidence, and are understood both by those who study for them and those who use them.

Scottish Qualifications Authority (SQA)

Scotland

SQA Accreditation has a statutory role to approve and accredit all types of qualifications (other than degrees) that are offered across Scotland. It does this through regulating and approving awarding organisations such as Edexcel to deliver their qualifications through centres of learning, including colleges, employers and private training providers. SQA also annually audits all approved awarding organisations, including Edexcel, to ensure that we are delivering qualifications in accordance with SQA’s accreditation principles.
