| Funding Foundation Learning |
| [2009/06] Foundation Learning (FL) is the new name for the range of provision and learning at entry level and level 1 for all learners (14-19 year-olds and adults). All FL will be available through the Qualifications and Credit Framework (QCF). It was first piloted in 2008/09 (under the name Foundation Learning Tier (FLT)), and moved into implementation phase for 2009/10. It is expected to be fully operational by 20010/11. |

The units will be available to providers to offer as part of the adult unit funding trial from mid-August. | New definition of 'full' level 3 confirmed |
| [2009/03] The Secretary of State has agreed the new definition of ‘full’ Level 3, within the QCF, to be a qualification with a credit value range of a minimum threshold of 25 credits to a maximum threshold of 70 credits. The range is intended to support occupational competence, license to practice, and progression to higher education and higher level skills. Qualification will also have to be approved by the Sector Skills Councils (SSCs), Standard Setting Bodies (SSBs) and Sector Bodies (SBs) as ‘full’. SSCs, SSBs and SBs will be able to vary the thresholds as appropriate. |

| Funding the Foundation Learning Tier |
| [2009/02] The Foundation Learning Tier (FLT) is the name for the revised set of credit-based units and qualifications which will available through the Qualifications and Credit Framework (QCF) by 2010. The aim is to reform all provision below level 2.
The main organising structures and progression routes within the FLT are called Progression Pathways. These are frameworks for learning that are built up of qualifications drawn from entry level and level 1 of the QCF. While the FLT has been trialled, there have been four progression pathways. Evaluation has shown these to be inflexible, and there are moves to make these more flexible so learners can pick and mix from a wider framework. However, the funding methodology will not change. |
